As the largest clean energy exhibition in Southeast Asia, the exhibition is the core trade platform for the Vietnamese government to achieve the “Electricity Development Plan 8 (PDP8)” and the 2050 carbon neutrality goal, attracting global technology suppliers, investment institutions and local companies to connect deeply.
Vietnam’s favorable policies for the market:
three major driving forces for accelerating energy transformation
1.PDP8 Power Development Plan: 100 billion investment to promote the increase in the proportion of renewable energy
The Vietnamese government issued the “2021-2030 National Power Development Plan and 2050 Vision” in 2021, which clearly stated:
-2030 goal: Invest US$135 billion in power projects and grid upgrades, with a total installed power generation capacity of 150GW (double that of 2020), of which 50% of office buildings and residences need to achieve rooftop photovoltaic self-use;
-2050 Vision: 70% of energy demand is met by renewable energy, gradually phasing out coal and becoming a regional energy exporter.
The plan significantly reduces the investment threshold for enterprises by simplifying the approval process, providing electricity price subsidies (such as the FIT mechanism) and carbon trading pilots.
2. Special incentive policies for rooftop photovoltaics and energy storage
-Rooftop photovoltaic support: Allow residents and enterprises to sell excess electricity back to the grid in a net metering mode, with a maximum of 20% of the installed capacity;
-Energy storage technology subsidies: The government provides 10%-15% initial investment subsidies for industrial and commercial energy storage projects, and promotes the application of smart grid technology to optimize energy storage system access;
-Regional tilt policy: The northern region has priority in enjoying loan interest subsidies and land tax exemptions for rooftop photovoltaic projects due to its large grid capacity.
3. International cooperation and foreign investment introduction policies
Vietnam actively attracts foreign investment to participate in energy projects, for example:
-Tax incentives: Photovoltaic manufacturing companies can enjoy the “four exemptions and nine reductions” corporate income tax policy (tax exemption for the first four years and half the tax rate for the next nine years);
-Supply chain localization support: Foreign-funded enterprises are required to cooperate with local EPC companies and give priority to purchasing local Vietnamese components (such as battery cells and inverters);
-Cross-border power trade: Promote ASEAN power interconnection, plan to export clean energy to Cambodia and Laos, and enhance regional market integration.
